A rusted metal ash can stood beside the door. There was a bench with one cracked slat. The concrete smelled faintly of rainwater, old coffee, and tobacco no matter how often Facilities washed it down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was where officers went when they needed five minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes for a cigarette.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes for air.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes because the building had become too full of people, radios, paperwork, and things they could not say at their desks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane heard the crying before he reached the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He stopped so abruptly that Gabriel nearly walked into him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat?\u201d Gabriel asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane lifted one paw.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond the heavy steel door, someone was speaking into a phone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The voice was low.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Female.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trying very hard not to break.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI understand that,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A pause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, I understand that I am behind. I know I am behind.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another pause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her voice shook.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am not asking you to forgive it. I am asking for more time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s expression changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark stood still beside them, ears tipped toward the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The woman swallowed hard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can make a partial payment Friday. I can make another one next week. I just need\u2014\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The silence on the other end lasted long enough that Thane could hear rain dripping from the building\u2019s gutter outside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the woman made a small, strangled sound.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d she said. \u201cNo, please do not send that. I said I can pay. I am four months behind because my transmission went out and the repair was over four thousand dollars, and I know that is not your problem, but it is mine and I am trying.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s ears lowered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The voice on the phone was too quiet for the wolves to make out clearly. Calm. Patient. Unyielding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person reading policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person who might even have felt bad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person who still could not change what the system allowed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The woman tried one more time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have worked there fifteen years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She stopped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Breathed in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, very softly:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOkay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The phone clicked off.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a moment, there was nothing outside except rainwater and traffic from the road beyond the fence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then Thane opened the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A woman stood near the ash can with her back half turned toward them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She was in uniform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veteran patrol officer, based on the sleeve patch, the worn leather of her duty belt, and the way she carried herself even while trying to make herself smaller.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her shoulders tightened the second the door opened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She turned quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her eyes were wet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She swiped at her face with the heel of one hand, fast and angry, like the tears had betrayed her by existing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSorry,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She did not sound sorry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She sounded mortified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane saw the name badge before she could turn away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>SERRANO<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel opened his mouth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane did not stop him this time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Gabriel took one look at the officer\u2019s face and simply said, \u201cYou are fine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officer Serrano shook her head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo. I am not.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The words came out before she could catch them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her face changed immediately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She looked down at the phone in her hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then she squared her shoulders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am sorry,\u201d she said again. \u201cI just needed a minute.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou do not owe us an explanation,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She looked up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a second, her expression softened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the wall came back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practiced one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officer wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have a class=\"wp-block-paragraph\">Then she slipped past them through the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She did not run.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She did not look back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But she moved with the careful speed of somebody trying to get out of reach before anyone could see how close she had come to falling apart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The door shut behind her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane stood there for another moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat was bad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark glanced at the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHer name is Serrano.\u201d<\/p>\n\n\n\n<p Somebody near the break room was arguing with a vending machine in a tone that suggested the machine had committed a personal betrayal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Normal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three wolves passed through the bullpen and headed toward their office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss stood at the case board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk sat at the conference table with a paper cup of coffee and the exhausted posture of a man who had been awake too long but refused to admit it. It has an established board. Independent governance. Audited funds. Their emergency-assistance policies are legitimate. Annoyingly professional.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s mouth twitched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat did he say?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked at the paper as if she could still see Eli sitting across from her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe said, \u2018Detective, I am happy to answer every question necessary for you to determine whether this program is legitimate, ethical, independently administered, and useful to the people you serve.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk leaned back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is lawyer for \u2018ask me the wrong question and I will charge you by the syllable.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss ignored him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI asked whether the donors had any control over individual recipients.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe said no?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe said the donors can identify community needs and recommend areas of support, but the fund\u2019s independent partners determine eligibility and approve assistance.
