The door was open just wide enough that the three wolves could hear him clearly without needing to move closer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, I understand the capital schedule,\u201d Mercer said. \u201cI understand roads need money. I understand Fire needs equipment. I understand the water department has its own replacement plan.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He listened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then rubbed one hand across his forehead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I do not understand is how I am supposed to keep eighteen twelve-year-old patrol units on the street when half of them spend more time waiting on repairs than they do answering calls.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s expression changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark\u2019s ears angled forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inside the office, Mercer continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, I am not asking for luxury vehicles. I am asking for modern patrol units that start reliably, brake reliably, run the radio and computer systems reliably, carry medical equipment, and get officers home at the end of a shift.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A pause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His jaw tightened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe full replacement package comes to one point seven million. That is eighteen Ford Police Interceptor Utilities, the standard police upfit, cameras, radios, protective partitions, equipment mounts, emergency lighting, and everything else that turns an SUV into a working patrol car.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He listened again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then closed his eyes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo. I understand. Not this fiscal year.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another pause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot next year either.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s eyes moved toward Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mercer\u2019s voice became quieter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFive years is too long.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He listened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For several seconds, nobody spoke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then Mercer said, \u201cUnderstood. I will keep patching what I can.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He ended the call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The phone clicked softly into its cradle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane stood in the hallway for one beat longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He could smell the stale coffee in Mercer\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Printer toner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The faint heat of a computer monitor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And underneath it, the particular exhausted frustration of someone who had spent the afternoon being told that a safety problem was financially inconvenient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked at Mark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark nodded once.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel nodded too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No pack meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No argument about whether the need was real.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane took out his phone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They stepped away from Mercer\u2019s office before he made the call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli answered on the second ring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThane.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEli.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPlease tell me no one has been arrested.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo one has been arrested.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGood. That puts us ahead of schedule.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel leaned toward the phone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe overheard something.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli was quiet for half a second.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat sentence almost never improves.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMercer was on the phone with the city,\u201d Thane said. \u201cThey need patrol vehicles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery department needs patrol vehicles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are twelve years old,\u201d Mark said. \u201cEighteen of them. The city cannot replace them this year. Or next year. Maybe not for five years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli\u2019s voice changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not softer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sharper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attorney attention settling into place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd the cost?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAbout one point seven million,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel added, \u201cFully outfitted. New Ford Police Interceptors. The actual police kind, not just regular SUVs with a light bar thrown on top.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI assumed as much.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to help,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli exhaled through his nose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOf course you do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to do it right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is why I am still speaking to you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark looked down the hallway to make sure nobody was within earshot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe city needs to choose the specifications. The department needs full operational control. We do not select vehicles, officers, assignments, vendors, or policy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCorrect,\u201d Eli said. \u201cYou are not privately purchasing eighteen police vehicles and dropping them in the department lot with giant bows.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s face fell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was not going to suggest giant bows.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGood.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was going to suggest a tasteful banner.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Cross Timber Community Fund can make an anonymous restricted public-safety grant. The money goes to the city, not directly to the department. City Legal reviews it. Finance accepts it. The council approves it if their rules require approval. Fleet and procurement handle the purchase. The police department writes the specifications and assigns the vehicles. Your only condition is that the money is used for fleet replacement and police safety.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is what we want,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere will be people who need to know the donor\u2019s identity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCity Legal, foundation leadership, their auditors, possibly the Chief and Mercer for conflict review. You cannot demand total secrecy from every person whose signature is legally required.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not asking that,\u201d Thane said. \u201cJust keep it quiet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can do quiet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark asked, \u201cCan the grant cover upfit and delivery?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes. It should. Giving a city eighteen bare vehicles and asking it to somehow afford the radios, cages, cameras, lights, and equipment is not help. It is a new problem wearing a nice suit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel smiled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou are getting funnier.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am billing you for that comment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked through the station windows toward the lot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow fast?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot fast enough to appear magical,\u201d Eli said. \u201cFast enough to be useful. I will speak with Red River\u2019s executive director and the city attorney\u2019s office. I will create the restricted grant language and have a preliminary offer delivered before tomorrow evening.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane nodded even though Eli could not see him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOkay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli paused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThane.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYeah?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou heard a problem. You are allowed to care about it. But this is a municipal gift. Once it is made, you step back. No asking when the vehicles arrive. No asking who receives which unit. No asking whether the city chose the exact tires you would have chosen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at Mark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMark would ask about tires.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would ask about procurement specifications,\u201d Mark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eli heard him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPrecisely why I said it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane\u2019s mouth twitched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will step back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGood,\u201d Eli said. \u201cGo be detectives. I will be your lawyer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The call ended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a moment, the three wolves stood in the hallway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department moved around them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A patrol officer walked past with a report folder and did not look twice. Dispatch chatter crackled faintly through the communications wing. Someone laughed near the break room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou know this is a lot.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou okay with that?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked toward Mercer\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose officers drive those cars every night.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark nodded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen it is a legitimate need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s expression softened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOkay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane put his phone away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBriefing.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Mercer came out of his office two minutes later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His face had been reset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The frustration was gone from it, or hidden well enough that most people would not see it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He paused when he saw Night Shift near the Investigations hallway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvening.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvening,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mercer looked at all three of them for a beat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then his eyes moved to the file in Mark\u2019s hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cQuiet night,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel glanced at the ceiling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would like one.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mercer\u2019s mouth shifted almost imperceptibly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDo not say it out loud.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then he walked away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The evening briefing began at 18:00.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss stood near the case board with Rusk beside her. Kessler was still finishing his day-shift notes at the conference table, laptop open and a jacket folded over the back of his chair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leah Moreno\u2019s file remained active, but no longer sat at the center of the board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The case was moving through the prosecutor\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lab analysis had begun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mays remained in custody.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There would be hearings, defense motions, follow-up interviews, and more work ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the emergency part had passed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tonight, the city had other problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss tapped two new folders on the table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFirst, we have a property-crimes pattern that may be nothing,\u201d she said. \u201cOr may be something that has been missed because each individual report looked too small.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel leaned forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat kind of property crime?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cResidential burglary,\u201d Rusk said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark opened his notebook.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHigh-value property?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is the strange part,\u201d Voss said. \u201cNot really.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She opened the first folder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThree homes in the north and west residential districts. No forced entry in two. One rear window removed cleanly. Electronics left behind. Jewelry left behind. Cash left behind.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane frowned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat was taken?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk slid a property list toward them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGarage remotes. Spare keys. Mail. Prescription medications. A file folder from a home office. An old phone from a kitchen drawer. Vehicle registration papers. An emergency contact list from a refrigerator.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s ears lowered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are not taking valuables.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d Voss said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark scanned the list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are taking access.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaybe,\u201d Voss said. \u201cOr they are taking information.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kessler turned his laptop so they could see a map.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three homes sat in different subdivisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Far enough apart that patrol had not connected them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All within a twenty-minute drive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All entered during daylight hours while occupants were gone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All houses with one thing in common.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEach homeowner had a recently installed smart doorbell system,\u201d Kessler said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is the connection?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaybe. Or maybe the offenders simply knew those homeowners would assume the doorbell camera was enough.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAny video?\u201d Thane asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPartial,\u201d Kessler said. \u201cIn each case, the camera either lost connection briefly or caught only a vehicle at the edge of the street.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark studied the map.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSame vehicle?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnknown. One witness recalls a white cargo van. Another recalls a dark contractor SUV. Third has no vehicle description.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk leaned back in his chair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now, we have three weird burglaries.
