Fewer patrol officers drifting through the lot. More unmarked vehicles parked along the far side of the building. Two evidence technicians carrying hard cases through the rear entrance. A county unit idling near the service bay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The kind of quiet that meant people were working toward something.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane noticed all of it before he had both clawed feet on the pavement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel noticed him noticing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWarrants?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProbably.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark climbed out of the back seat with his duty bag and laptop case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCrowe\u2019s message said to report directly to Investigations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked toward the building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is never a sentence that means somebody brought donuts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane shut his door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCome on.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They entered through the rear hallway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The smell of coffee was stronger than usual. So was the smell of printer toner, hot electronics, and the faint chemical odor of fresh evidence bags.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody stopped them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody asked about the weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officer Bell passed them near the evidence corridor with a vest over one arm and gave Thane a short nod.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMorning.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvening,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bell glanced at the three wolves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGood luck.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then he kept walking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel watched him go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDefinitely warrants.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They reached the Investigations hallway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss stood near the far end, waiting beside an unused interview room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk leaned against the wall several feet away, coffee in hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He saw the three wolves approach and immediately looked unhappy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not tired-unhappy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not coffee-unhappy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The specific expression of a man who had arrived too late to stop an argument he had already predicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked at Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCan I speak with you for a minute?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s ears tipped back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark\u2019s gaze moved from Voss to Rusk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk said, \u201cMara.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss did not look at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne minute.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk straightened from the wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The corridor went still.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss finally turned her head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d Rusk said. \u201cYou told me you were done digging.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen stop standing in a hallway like you are about to interrogate him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am not interrogating him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou are not doing a great impression of anything else.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked back at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither spoke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss folded her arms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI need to clarify something.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk took a slow drink of coffee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, you do not.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, I do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMara.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She looked at him, and something in her face tightened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis department is receiving a restricted public-safety grant worth nearly two million dollars from an anonymous source represented by Elias Carroway. Safe Steps appeared in the middle of an active sexual-assault investigation. Officer Serrano received anonymous financial help that happened to arrive through a professional legal structure tied to the same attorney. And I have three detectives who become deeply interested in wall paint every time I mention any of it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s mouth opened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark glanced at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel closed it again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked directly at Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI do not need proof that it is you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk pushed off the wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen do not ask.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI need to understand whether the people working my investigations are operating a private fund that could create ethical problems for victims, witnesses, officers, or the city.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk\u2019s voice sharpened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen ask the foundation. Ask the city attorney. Ask anyone who has actual oversight. Do not make him confess to being decent because you are uncomfortable with an unanswered question.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am not uncomfortable with decency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d Rusk said. \u201cYou are uncomfortable with not having the whole file.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a moment, Voss did not answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fluorescent lights hummed overhead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A radio crackled somewhere near Dispatch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane could hear a patrol officer laughing in the bullpen, unaware that the hall had gone tense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss spoke quietly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am responsible for making sure this department does not become dependent on invisible favors. I am responsible for making sure victims are not accidentally made to feel that help comes with a relationship to law enforcement. I am responsible for protecting the integrity of cases.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd that is fair,\u201d Thane said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThane.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d Thane said. \u201cShe is right about that part.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss\u2019s eyes held his.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked toward the closed interview-room door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then back at her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot here.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk sighed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThane.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel stepped closer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou do not have to tell her anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane\u2019s ears lowered slightly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark stood very still.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe decision should be collective.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked at both of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel\u2019s expression was wary, but he gave a small nod.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark did too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane turned back to Voss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne minute,\u201d he said. \u201cAll of us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss nodded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk muttered something under his breath that sounded like a prayer for everyone involved to make better choices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then they went into the interview room.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">The room was small.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Windowless.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A metal table bolted to the floor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four chairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A camera in the corner that had been disabled for maintenance after a software update, its small indicator light dark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss shut the door behind them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk stayed nearest the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not blocking it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just positioned there in the way he sometimes did when he wanted people to remember that a conversation still had boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane sat on one side of the table with Gabriel and Mark beside him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss remained standing for a moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then she pulled out the chair across from them and sat down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody spoke first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Voss said, \u201cI am not here to accuse you of anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel looked at her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is usually how accusations start.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGabriel,\u201d Mark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, he is allowed to be cautious,\u201d Voss said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabriel leaned back, still watching her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked at Thane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know you do not want credit. I understand that. I understand why. But I need to know enough to make sure the help stays clean.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane looked down at his claws against the metal table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For several seconds, he said nothing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then he lifted his eyes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou already know the important part.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss waited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe important part is that no one owes us anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI need more than that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thane\u2019s ears angled back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rusk spoke immediately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMara.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo,\u201d Voss said. \u201cNot because I am curious. Because if I am expected to use Safe Steps with victims, I need to know that it is not secretly controlled by three detectives who may someday be working their case.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark answered before Thane could.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is not secretly controlled by us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voss looked at him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Cross Timber Community Fund is housed at Red River Community Foundation. It has independent governance. The foundation and partner agencies make eligibility decisions. We do not approve recipients. We do not select recipients.
